Significant Wave Height (Rayleigh)

p(H) = H·e^(−H²/2)
Significant Wave Height (Rayleigh)

In a random sea the individual wave heights follow a Rayleigh distribution, whose upper tail is what fixes the significant wave height and the design wave for offshore structures.
